How do we define persecution?

Persecution is:

  • incarceration in a permanently guarded camp or prison, or
  • having to go into hiding to avoid incarceration.

In Europe, people were mainly persecuted on the grounds of race or religious beliefs. In the former Dutch East Indies, people were often persecuted on the grounds of European descent, orientation or inclination.

Going into hiding to avoid forced labour does not constitute persecution.
