Certificate of non-coverage under the Wlz scheme

The Wlz is a national insurance scheme for exceptional medical expenses, providing reimbursement for care that is not covered by regular health insurance. For example, long-term home care or admission to a nursing home or a care home for disabled people.

Not everyone is insured under the Wlz scheme

Certain groups of people in the Netherlands are excluded from Wlz insurance by law because they are covered under another scheme.

If you are not insured under the Wlz scheme, you can ask the SVB for a certificate of non-coverage.

You can request a certificate of non-coverage if you fall under one of the following categories and you meet the specified conditions.

You are covered under the national health insurance scheme of another EU, EEA or treaty country.

You can receive a certificate of non-coverage if you live in the Netherlands.

You receive a pension from an international organization


You can obtain a certificate of non-coverage under the Wlz scheme if:

  • you do not work in the Netherlands, and
  • you have sufficient coverage under the collective health insurance scheme of the international organization. This insurance must include hospital treatment and long-term residential and nursing care.

You are the partner or family member of a person who receives a pension from an international organization.


You can obtain a certificate of non-coverage under the Wlz scheme if:

  • you do not receive a Dutch benefit (e.g. an unemployment benefit), and
  • you do not work in the Netherlands, and
  • you have sufficient coverage under the collective health insurance scheme of the international organization. This insurance must include hospital treatment and long-term residential and nursing care.

Your late partner or family member received a pension from an international organization.


You can obtain a certificate of non-coverage under the Wlz scheme if:

  • you do not receive a Dutch benefit (e.g. an unemployment benefit), and
  • you do not work in the Netherlands, and
  • you have sufficient coverage under the collective health insurance scheme of the international organization. This insurance must include hospital treatment and long-term residential and nursing care.
