What types of financial support are available?
The following types of financial support are available under the Wubo scheme:
- tax-free increment (Article 19)
- a monthly benefit
- reimbursement or allowances for expenses incurred
The benefits and contributions towards expenses take effect from the first day of the month in which you submit your claim.
Tax-free increment (Article 19)
Everyone who is recognized as a civilian war victim can receive a monthly tax-free increment.
Monthly benefit
The monthly benefit guarantees a certain level of income, which is calculated on the basis of employment history and personal circumstances. If other income (e.g. AOW pension and/or a private pension) is lower than the guaranteed income level, your income will be supplemented with the benefit. This benefit is not intended as compensation for lost opportunities, lost possessions, or pain and suffering.
If you are awarded a benefit, the amount of the tax-free increment may change.
Receiving a benefit as a civilian war victim
As a civilian war victim, you can receive a benefit if damage to your health resulting from violent acts of war during your working life led to a reduction in income.
If you have suffered permanent damage to your health without this resulting in income reduction, you will in any case receive a tax-free increment.
Apart from this monthly increment, you can also receive the ''guaranteed income benefit'' if you:
- are a pensioner, and
- your family income is below the national guaranteed minimum income.
Payments for surviving partners
If you are the surviving partner of a civilian war victim, you can receive a benefit if your partner passed away as a direct result of violent acts of war, or if your partner was receiving a benefit when he or she passed away. In addition, you have to meet the requirements for nationality and conduct. If your partner was receiving a benefit from us, we will contact you automatically.
The amount you will receive each month
The amount you receive will depend on age, civil status and other income you receive. The benefit will be increased every year in January and July by the same percentage as the Dutch minimum wage. The monthly tax-free amount awarded to all recognized civilian war victims is also adjusted in this way.
Reimbursement/allowances for expenses
If you have expenses for health damage caused by the war, you can apply for reimbursement or an allowance to help cover the costs of e.g. medical treatment, household assistance or transport.
We only contribute towards expenses not covered by your insurance or another organization. The amount you can receive will be established on the basis of your individual circumstances.
Surviving partners are not entitled to reimbursement or allowances for expenses.
